Assessing, Diagnosing, and Addressing Literacy Needs
Decoding Toolkit
Educators can use the Decoding Placement Test to determine appropriate instructional levels when using the SEZP-supported Corrective Reading intervention program for phonics. Concepts About Print Toolkit
Educators can use the Concepts About Print Assessment to gauge an awareness of print and how texts function to convey a message. |
High Frequency Words Toolkit
Educators can use the High Frequency Words Assessment to determine student knowledge of words that are vital to reading development because of the frequency in which they appear in text and, while they can be sounded out, follow decoding rules a student may not yet have mastered. High Frequency Words instructional strategies can be used to design intervention for students. Find high frequency word lists here. Dolch Word Toolkit
Educators can use the Dolch Words List to assess student knowledge of sight words, or words that are difficult to sound out or decode, but are vital to reading development because of the high frequency in which they appear in text. Letter-Sound Identification Toolkit
Educators can use the Letter-Sound Identification recording form to assess student recognition of upper and lower case letters and their corresponding sounds. Teachers can provide students with the Letter-Sound Student Copy to conduct the assessment. |
Running Records Toolkit (Reading and Writing Project - Teachers College, Columbia University)
Educators can use a running record to identify error patterns from oral reading. This assessment can provide data to inform targeted interventions for comprehension, fluency, vocabulary, decoding, and more.

Using Assessment Data to Plan Reading Intervention
Based on assessment data, plan small-group, station-based, or individual interventions that routinely address word level, sentence level, or passage level strategies to improve reading competencies.
Integrate these small-group, station, or individual strategies during a dedicated intervention block or time each day as part of a Multi-Tiered System of Support (MTSS). Use the MTSS Checklist to ensure your school is systematically supporting reading improvement, particularly for emerging bilinguals, students with exceptional learning needs, and students marginalized based on race, ethnicity, gender, or other identifiers. |
